Based on a report within the Washington Business Journal, on the June 20th Loudoun County assembly of the Board of Supervisors’ Transportation and Land Use Committee, Supervisor Mike Turner, well-known as a critic of information heart growth within the county, offered a white paper that targeted on the recent button subject of the pressure that information facilities place on the ability grid, and provided that any new information heart growth embody proposals that can embody microgrids and/or on-site energy technology.

Studies had stated that the board’s response was blended and that the response from Dominion Vitality, which provides energy to the information facilities within the area, was that they’d proceed to offer information heart connections and develop the grid as essential.

Turner had beforehand campaigned to get the zoning modified for information facilities from a by-right use in all zones to a conditional use, requiring that approval be granted by the board of supervisors on each new information heart challenge — even the place information facilities had been at the moment designated as a core use for the location.

A Fast Response, Although Seemingly Coincidental

In February 2024 a two-phase plan was put forth, and this particular subject was scheduled for a public listening to in Spring 2025.

Nevertheless, on July 2, 2024 the Board of Supervisors moved ahead with plans to limit information heart growth by updating the county’s present rules and restrict information heart growth by making adjustments to the present Complete Plan and Zoning Ordinance amendments.

As reported by loundounow.com,  Mission Supervisor Abdul Jaffari stated, “We’re right here to offer an replace on this work and to hunt your enter and steering on the proposed amendments to the Complete Plan modification. Moreover, we’re requesting your approval of the revised challenge plan and the decision of intent to amend the Zoning Ordinance.”

These proposed adjustments would, amongst different issues, change numerous areas the place zoning at the moment permits information facilities to no permitted information heart zones. The urged adjustments had been very particular in nature and laid out well-defined areas throughout the county the place the zoning amendments could be enacted.

Blended Reactions from the Supervisors

The reported response from the board was blended.

On one hand, Vice Chair Julie E. Briskman hoped that the brand new course of would enable the county to diversify its financial system, lowering dependence of information heart growth.

In the meantime, supervisors Kristen C. Umstattd and Caleb A. Kershner had been of the opinion that the proposed adjustments would discourage the information heart trade from future growth within the county, with Umstattd expressing concern that the tax burden could be moved from business to residential consumer, and Kershner being quoted as saying that requiring a particular exemption course of could be a “demise knell” for brand spanking new information heart growth.

An underlying theme from the supervisors who supported the zoning amendments was that: the county maybe was too depending on information heart income; that different business enterprise growth was being prevented on account of information heart operators shopping for up accessible acreage and rising the price of land; and that for the long-term good of the county it was vital to encourage different types of business growth.
